The ESA is a web-based solution for managing the development and subsequent evaluation of complex initiatives. The theoretical framework behind the ESA is "program theory" evaluation, wherein one looks at the linkages between a project's inputs and its outcomes via intermediate variables.

The ESA allows project designers to graphically depict the causal path of their project and then develop metrics for project success based upon that causal map. The ESA provides a centralized home for outcomes data and allows project evaluations to be managed and filtered in meaningful ways--bringing like-minded teams closer together, allowing project leaders to see larger trends in their work, and streamlining reporting to a variety of individuals, not the least of which include funding agencies.
